Senior Consultant

Luke is a Senior Consultant and Project Manager with Aquatera working on a range of projects primarily focused on renewable energy, decarbonisation and data. Luke has experience in the public, private and community sectors and joined Aquatera in January 2023.

Luke has 16 years’ experience within the public sector, primarily in the housing and development areas. Luke managed Orkney Islands Council’s multi-million Pound housing development programme for seven years covering numerous projects and co-ordination of Orkney’s wider affordable housing development programme. Luke led on a number of community related projects during his time at Orkney Islands Council, including the development of a number of housing projects in different island communities and spent seven years managing Orkney Islands Council’s private sector energy efficiency programmes delivering upgrades to households and combatting fuel poverty. Luke is still heavily involved in community development projects through his role as the Community Development Manager for the North Ronaldsay Trust and also through private consultancy.

As well as project management Luke also specialises in socio economic analysis. During his time at Orkney Islands Council Luke was responsible for the development of Orkney’s Housing Needs and Demand Assessment, Strategic Housing Investment Plan, demographic modelling and forecasting, developing the school roll forecasting model.
