David heads up Orkney Towage and is responsible for the management of the Harbour Authority seagoing tugs, pilot boats, and work boats. He is responsible for the operational management of the vessels and for the negotiation, fixing and preparation of towage contracts, as well overseeing the administration of ISM Code, Safety Management Systems including investigation of incidents. David has sailed in command of a variety of vessels and has many years experience as a marine consultant prior to his current post.
Due to a downturn in the oil tanker traffic using Scapa Flow, the resources of Orkney Towage are now being increasingly used to support marine renewables activities in Orkney and the Pentland Firth. Recent activity has included support for OpenHydro, TGL and Pelamis Wave Power.
David therefore has an excellent overview of the marine operations needed to support tidal developments and of the marine issues that may arise. He also has access to the practical knowledge and experience of the tug boat crews.
